Deputy Head (Application Development)
Major Responsibilities
- Assist in leading the development and maintenance of application systems for interbank payments
- Formulate IT strategies and develop tactical plans for systems development in alignment with company objectives
- Define, review, and maintain the application development policies and procedures to ensure to ensure high-quality outcomes
- Oversee effective systems development processes, providing guidance to project teams throughout the development life cycle
- Report on project progress and operational performance to senior management and stakeholders
- Communicate technology-related matters to internal and external stakeholders, including the Management, Board, and regulatory bodies
- Manage and develop IT staff, fostering a performance-driven culture
- Conduct divisional and workflow reviews to identify and implement improvements
- Assist in the implementation of the Protection of Critical Infrastructures (Computer Systems) Ordinance in relation to IT Application Development and provide ongoing support
- Perform any other ad hoc duties or projects as assigned
Requirements
- University education preferably majoring in computer science, information technology or related disciplines
- At least 15 years of relevant experience in developing real time as well as batch systems involving mainframe, mid-range, UNIX and PC/LAN environments preferably gained from banking sector of which at least 8 years at managerial position
- Sound knowledge of formal system development methods for mission critical, 24-hour systems
- Familiar with both mature OLTP environments, client/server and J2EE architecture
- Solid project management skills, strong analytical, interpersonal and communication skills
- Excellent command of written and spoken English and Chinese, proficiency in Putonghua is an advantage
- Candidates with more experience may be considered for more senior positions in the IT Application Development Division
